I see.  It's a naive to assume that something that shows up as text on the
screen will be stored in the same form in the binary executable.  It turns
out that Picardy is a Visi/Pro REXX app and it appears that the author
chose to encrypt the program code.  It's also buggy code that does not run
under Object REXX.

I doubt you will have much luck finding someone the crack the encryption
and patch the code.

You do not really have a lot of options if you insist on using Picardy. 
There are lots of other editor that provide some level of html support. 
EPM has a couple of HTML addons available.  jEdit does too.
