I was wondering why? I did not see or understand what was wrong,
but maybe yuall can spot the reason.

The toolkit is everything, besides a compiler, needed to create OS/2
programs. eg Headers, libraries and various other stuff.
It comes with eCS and IIRC the convenience packages. It used to be
harder to get.

The latest is version 4.5 (os2tk4.5). Older versions will work but will
be missing the latest functionality like large file support, high
memory support, and a couple of other things that the newer versions of
OS/2 support. Perhaps bug fixes as well.
