Yes, of course it could be setup that way. The local client would read the scan
codefor the CTRL key press, and send a special, agreed upon, code to the other
end. It is not likely that VNC does that since that is a non-portable, PC specific
thing, although I don't know for sure.
Perhaps an alternate would be to setup the SPF/PC application to accept a
different character to simulate the 3270 <enter> key. (A character that VNC can
send.)
