FWIW [probably not much, from your additional comments], I just
tried accessing a remote VNC using the browser interface. Same
exact results.
It is interesting, though, that the application, 'native' on a
local desktop, works just fine this way. And, so does PComm
for TN3270 access to a real mainframe. So, it obviously can be
set up to send some character combination that an application
can interpret.

Replying to my own mesage... I don't think that works. Pressing the
Ctrl key is not actually a character so there is nothing to send. The
"Ctrl Key Down" function simply gets ready to send a contrl character
and does not send a "key pressed" message. I have been using VNC for
a long time and I don't know how to do what you are asking.
