Replying to my own mesage... I don't think that works.  Pressing the Ctrl key is 
not actually a character so there is nothing to send. The "Ctrl Key Down" 
function simply gets ready to send a contrl character and does not send a "key 
pressed" message.  I have been using VNC for a long time and I don't know 
how to do what you are asking.
