[Discussion] VNC" Will not accept/respond to just the 'Ctrl' key

I have an application on a remote system that I access via VNC using
the eCS provided VNC Server and Viewer Client. [Some of you that have
used ISPF on an IBM Mainframe will recognize the name SPF/PC]
The application uses the Right-Ctrl key to simulate a 3270 terminal
<enter> key. When I am connected to the remote, hitting the R-Ctrl key
is clearly being recognized by the Viewer Client, because the small
field on the top-right of the Viewer window turns white indicating the
Ctrl key is down. But, it appears that the actual key depression is
not being sent to the remote server session.
I've tried almost every possible combination of keys, but no results.
I even tried holding the L-Ctrl down while hitting the R-Ctrl.
Anyone have any idea what the problem might be? Better yet, a solution
to cause the remote to recognize the Ctrl depression?
