FAT16 is, I believe, limited to 2.1GB partitions.
(The REALLY old BIOS limitation from back in DOS's heyday was 512MB TOTAL disk size. That went to 2,048(?)MB then to 8,192MB. After that, a WHOLE different scheme was introduced.)
