I have no idea if there is such a function, but have you tried DFSee? 
Possibly some of the 'FixUp' tools can either repair or remove what's
protecting the file.

After writing 'protecting the file,' above, an obvious question:
    Are you sure the Read-Only flag is not set?

Just a couple of guesses...
