I don't recall if any of the W3 fixpaks added KEE support.  It's easy
enough to check with a binary viewer.  Just do a case-sensitive search for
KEE and Kee.

Possibly.  The 32-bit TCP/IP stack (socketsk.sys) can use it too.  I
forget which came first.
