It's been a loooong time since I've done it, but
there was a utility called, of all things, Disk Copy.
I think it's from the same folks that sell/sold
Partition Magic. You set up your source drive as master, 
and destination disk as slave.  Put the program floppy 
in the machine, turn it on and it would make a 1 to 1 
copy including partitions.  If the destination disk was 
bigger it would scale the size of the partitions 
proportionally.

More recently I've used Ghost, under windoze.
