Don,

First, is it a PCI to SATA card?

AFAIK, one SATA connector to one SATA device. Period.
No Master nor Slave. 
A PATA device, however, REQUIREs a choice (or Cable Select - CS).
How your PATA to SATA adapter board works, I haven't the foggiest.

I'd suggest a USB to SATA/PATA cable kit from Geeks.com ($~15, max). (They have three types and I'm notifying a friend of mine about them so I'll send a "copy" here, too.)
