Although your suggestion isn't quite right for what I was trying to do, you
gave me a good idea of where to look. I'll try to explain what I found, in
case anyone is interested:

I don't know where this is now, but I remember that instruction (system-wide
change) used to be in the "Scheme Palette" dialog (among others) in W3 days.
I found it somewhere the last time I repositioned my VIO windows, but that was
at least 3 years ago. And it might have been by asking in this group, or one

Well, as far as I could tell, the Scheme Palette only determines the colors
to be used throughout the system. Nothing to do with window behavior.
However, in looking through the documentation about it, I did find a page
'Changing Window Default Behavior' in the OS/2 Desktop Guide (Help Center->
Information->eComStation Components->IBM Convenience Package->Desktop Guide
(ridiculous folder hierarchy!)). It says to go to OS/2 System->System
Setup->System and click on the Window tab. Unfortunately, on my system (eCS
1.25) there is no System item in System Setup, nor any Window tab on anything
else in that folder.
Nevertheless, while trying to find the System item or something with the
Window tab, it did find Technical Notes (x:\OS/2\BOOK\TECHNOTE.TXT (and
TECHNOTE.HTM)) which has the following entry -- not exactly what I was
looking for, but promising:

2.1.9 OS/2 Window default size
------------------------------
In OS/2 Warp 4.0 and later versions, OS/2 windows open maximized to a
default position. If you run customized applications that require the
window to open to a specific size, you can remove the default size.
To remove the default window size and position:
1. Open an OS/2 command window.
2. Move the mouse pointer to the restore icon in the upper-right corner
of the window.
3. Press and hold the Shift key and right-click the restore icon.
4. Release the Shift key.

(Talk about arcane, obscure instructions! Something I would NEVER have
thought to try.) It turns out that once you reset the size behavior to the
default as described, you can then reset that 'default position' to anything
you like by holding Shift while moving the window with either mouse button.
This is the key combination we were all trying to remember, but I didn't
realize it would work only when the other of my problems was 'fixed'.
It also turns out that this Shift-Click-on-restore-icon process is a toggle.
Doing it again sets the window size behavior back.
I'm sure there must be a way to set that 'specific size' mentioned in the
note -- perhaps it's even documented somewhere -- but I haven't found
anything.

If it's not working, SOMETHING in the WPS must be corrupted. I can only hope
you have better luck than I did when I lost my desktop and NOTHING anyone
suggested could get it back. With apologies to the original, "The WPS works in
mysterious ways, its wonders to perform."

Indeed! And I have no idea how I could have hit that key combination while
using the system. But it's pretty obvious I did.
