Stan: CSS can be added at any (or all) of three levels to any web page.
At an individual HTML tag, within the page, or Include a CSS
template page.
I've avoided page developer tools as it was taking me more time
to fight with
them when I *knew* what *I* wanted, but it would do it
differently (wrongly!)
If you are using a page developer program, it's a bear to go
back and retrofit
CSS to it. You're very likely to perturb some of the developer
programs expectations
and you could wind up spending more time fighting to get CSS in.
Also, later on
that page developer program will likely refuse to work with that
'strange' embedded
code you've hand set, or break the page completely.
If you can't find a page developer that includes CSS, you'd
really be better off
taking time to learn HTML well enough that you can code both as
needed.
I've found that you can build your own at 20% (or less) of size
the developer gives
you, and very little additional coding time.
