[Discussion] OT: Web Design CSS

I'm looking for two things. 

1. a explanation of how CSS actually works. Yeah, I see that there is an Index page, but 
what's in the index vs what's in the sub-pages? If the Style is the same on all pages and 
only the text or inserted graphic is changed....why is so much stuff from the index 
repeated in each subpage?

2. I have Moz's NVU page developer. Is there a CSS developer tool that's decent? (I tried 
Western Civ's product and it sort of easy to use.) I don't need an OS/2 only solution, 
only a solution whose product is os nutral. 

I am going to redo my synagogue's awful ms only website (finally) in the next 60 days. I 
have a style sheet that I based on a template that I like, and have most of the text and 
graphics ready, but I the template which uses tabs for getting around, only had one page, 
and I don't get how to make the mods to expand it.
