You MUST ALSO modify the SETTINGS of eCLOCK!

Open eCLOCK [I just double click on the widget.] and go to the CONTROL
Tab.

Uncheck the "Modify Config.Sys" box.

Close/Save the change.

Now, when you reboot, the changed SET TZ... will be left alone.
