Error 0xbf is error 191 and you alread should be familiar with the 191.

Everything but libc062.dll is part of the OOorg install.  You should
verify that you have a proper libc062 install and that the DLLs are in
libpath.

One thing that is not shown here is that OOorg requires tcpip32.dll.  This
mean you need to have the 32-bit TCP/IP stack installed.  You can continue
to use the 16-bit apps, if you wish.
