eCS MT does not play with the TZ.  I have asked eCS development for a
change to eclock to fix the problem.  When available, the update will be
applicable via eCS MT or manually.

In the meantime, open the clock settings and uncheck the Automatically
change CONFIG.SYS box on the Control page.  I did this after changing 
the TZ variable, and it did hold through a reboot.
