This is what the standard says.  Reality differs, especially for older
implementations of USB hardware and software.

Another factor to keep in mind is that on other OS's, the vendors supply
drivers that address the idiosyncracies of their systems and devices. 
With eCS/OS2, the drivers tend to be generic and written to the letter of
the standard.  This increases the likelyhood that failures will occur for
hardware that's not quite 100% standard.
