I had a very similar problem with Netscape. It's startup video
flashed on the screen for a fraction of a second during OS/2
launch. Subsequently, it was impossible to launch Netscape from
it's icon. Close exam of the icon indicated that Netscape was
already running somewhere, but I couldn't find any sign of it.
Most of the time, but not always, I could launch Netscape from
a command line in an OS/2 window.
  
Solution: Look for a line in your config.sys similar to:
"SET AUTOSTART=PROGRAMS,TASKLIST,FOLDERS,CONNECTIONS, ..."
If so, just delete the word "PROGRAMS" and reboot.
This worked for me.
  
I think the problem arose somehow from an erroneous launch or
shutdown of the affected programs, and their names remained in
a kind of permanent memory somewhere, maybe a .dll file.
Who knows!
